About Us

Rhonda Cates’ legal practice primary focuses on family law and employment law matters.  She is a certified Parenting Facilitator, Parenting Coordinator and Mediator.

Rhonda’s philosophy on handling family law cases is to always put the children first and to resolve the case as efficiently with the least amount of emotional cost.

Representing clients in high conflict divorce cases led Rhonda to become certified to be the neutral party acting as either the court-appointed Facilitator or a Coordinator when chosen by the parties, to help parents learn to resolve their issues in a manner that is respectful and puts the children’s needs first.

Education and Training

Rhonda received her Bachelor of Arts degree from the University of Texas at Dallas, and her Juris Doctorate from Southern Methodist University School of Law in 1999.

Her training and certification is from Manousso Mediation in Houston, Texas – Parenting Facilitation and Coordination, Mediation and Advanced Family Law Mediation.

Rhonda is admitted to the State Bar of Texas, the U. S. District Court for the Northern District of Texas and U. S. District Court for the Eastern District of Texas. In addition, she is a member of the Texas Association of Mediators and the American Bar Association.


Cindy Welch, RP® will be your first contact with the office and will be able to get you started with any of the services offered. She can assist you with forms, payment, scheduling and basic questions.

Education and Training

Cindy has been a paralegal for nearly 25 years. After graduating from the University of Texas at Dallas with a Bachelor of Science degree in Business Administration, she completed the paralegal program at El Centro in Dallas. Before coming to work with Rhonda, she worked with a group of trial scientists and as Field Office Manager for a national mediation corporation and taught in undergraduate paralegal programs for over 10 years.

She is member of the Dallas Area Paralegal Association, the National Federation of Paralegal Associations and the State Bar of Texas, Paralegal Division. She became a PACE Registered Paralegal® in 2001.
